Abstract

Environmental issues are under the cloak of social protection and state. Within the state, seeks to uncover what is the legislative and administrative action designed by the Brazilian Constitution of 1988 for each of the federal spheres –Union Member States and Municipalities. Emphasis is given to municipal activity, little understood in the present day.

    Lawyer. PhD in Constitutional Law (PUC-SP). Master in Administrative Law (PUC-SP). Professor in the Stricto Sensu Postgraduate Program (Master's and Doctorate) in Law at the Federal University of Pernambuco (UFPE). Director, Coordinator and Professor of the Lato Sensu Postgraduate Program in Constitutional Law at the Higher School of Constitutional Law (ESDC). International advisor and visiting professor at the Interdisciplinary Legal Institute - IJI of the Faculty of Law of the University of Porto (Portugal). Professor of Constitutional Law at FACIPLAC. Director of the Brazilian Journal of Constitutional Law - RBDC, of ​​the Luso-Brazilian Interdisciplinary Notebooks and of the Notandum Journal.
